Resumo

Abstract-- Risks such as smuggling of drugs, weapons or commercial fraud highlighted the vulnerability of the Customs supply chain. In fact, the economic, political and social impacts of those risks are highly detrimental to the countries, businesses and the public. Effective Risk analysis in the Customs context, could not only fulfill the safety requirements but also provide a competitive advantage in the commercial world. Nevertheless, making optimal decisions in this regard is not always as simple as it sounds, given, the qualitative nature of, and the uncertainty associated with, the parameters involved in the decision-making process. The main objective in this study is to propose an analytical approach to assess risks under a fuzzy environment. A fuzzy Analytic Hierarchy Process (FAHP) model, which combines Fuzzy logic with AHP, is constructed to evaluate various aspects of risks in customs supply chain. As an input, it defines uncertainties in the system and it quantifies the risk using the relative weight as a risk indicator. As an output, FAHP model provides a list of most critical risks as well as some target mitigation actions. A case study of Moroccan customs is presented, and a numerical analysis is included in this paper to prove the effectiveness and demonstrate how the proposed model it works. The model is a general form that can be tailored and applied in different contexts come from customs world.
