Regulatory-Economic Incentives for Better SAIDI and SAIFI Power Quality indicators: An Analysis from Brazilian Real Data.

Resumo
This article presents an analysis of a Brazilian regulatory mechanism, the so called X Factor, as an instrument of economic incentive to promote and improve the power quality supplied by utilities to their customers, specifically the System Average Interruption Duration Index (SAIDI) and System Average Interruption Frequency Index (SAIFI), which are indicators components contained in the Quality (Q) Factor. Real data from a total of 33 electricity distribution companies were analyzed during a three-year period (2015 to 2017). The results allowed inferring that the present regulatory mechanism is not providing a fair economic incentive among the electricity distribution companies, thus indicating the urgent need for improvements
